Our Visit to Butler County Animal Shelter: A Story of Resilience and Hope

Nestled in the heart of Butler County, Kentucky, the town of Morgantown serves as the hub of a primarily agricultural community. With an economy rooted in farming and ranching, the area is deeply rural, where even reliable internet access can be a challenge. Against this backdrop, the Butler County Animal Shelter operates as a lifeline for the region’s animals and residents. Despite facing a multitude of challenges, this shelter continues to provide essential services that embody compassion and determination.


Upon our arrival at the shelter, we were greeted by Ruby Fooks, the indomitable director of the facility, and her two short-statured pit bulls, who stole our hearts with their friendly and affectionate natures. Ruby’s dogs, much like Ruby herself, exemplify the compassion and warmth that define this shelter. It was clear from the start that Ruby’s connection with the animals she serves runs deep.


Butler County Animal Shelter: A Shelter in Dire Need of Support

The Butler County Animal Shelter operates out of a building that has far exceeded its functional lifespan. The structure’s dilapidated condition presents legal compliance challenges and makes daily operations exceedingly difficult. There is an urgent need for a new shelter that meets modern standards, yet the resources to achieve this goal remain out of reach.

The shelter’s challenges go beyond the building itself. Recently, the inability to afford functioning washing and drying machines threatened the safety and hygiene of the animals and staff. In an environment where cleanliness is paramount to preventing illness, this was a critical issue. Happy Bark stepped in to provide a commercial-grade washer and dryer, a vital donation that restored this essential capability. However, this highlights just how fragile the shelter’s operations are.


With a yearly budget of only $90,000 for salaries and operating expenses, critical and unfunded capabilities ranging from animal care to building maintenance must be met through volunteer-led fundraising efforts. This model places immense stress on the shelter’s offerings, yet the team remains steadfast in their mission. Each day, they stretch limited resources to ensure that every animal receives care and compassion.


A Community-Centered Vision

One of the shelter’s most impactful initiatives is its low-cost spay/neuter clinic. This clinic, built and equipped through Ruby’s tireless fundraising efforts, has become a strategy to slow the overpopulation issues. While the Bissell Pet Foundation pays the salaries of the veterinarians who perform the surgeries, the facility itself exists because of Ruby’s determination and vision. This program has become a cornerstone of the shelter’s efforts, serving as a proactive measure to address overpopulation and reduce the strain on the shelter.



The clinic is not just a service—it is a symbol of the shelter’s commitment to addressing the root causes of animal welfare issues. By making these procedures accessible to all, the shelter is helping to create a more sustainable future for pets in the area.


Ruby Fooks: A Local Hero

While the shelter is a team effort, its success is undeniably shaped by the leadership of Ruby Fooks. As the director, Ruby wears many hats. She is not only the shelter’s guiding force but also a wife and mother of three. Balancing her duties at home with her responsibilities at the shelter is no small feat, yet Ruby manages to excel at both.


Ruby is something of a celebrity among animal shelter staff in neighboring counties. Her ability to rise above seemingly insurmountable challenges has earned her the admiration of her peers, many of whom refer to her as their hero. They see her work, her perseverance, and her unwavering commitment to the animals, and they are inspired. “Ruby is my hero,” we heard from more than one individual. It’s a sentiment shared by all who witness her dedication firsthand.


Ruby’s contributions extend beyond the shelter. Recognizing the need for sustainable funding, she established a thrift shop that serves as a crucial revenue source for the shelter’s operations. Yet, her determination does not stop there. Ruby’s salary is not sufficient to meet her family’s needs, so she bakes bread and pastries to sell locally. Hearing her speak about this brought lumps to our throats—her unwavering resolve to support both her family and the shelter is truly remarkable.


The Shelter’s Impact on the Morgantown Community

Despite its challenges, the Butler County Animal Shelter plays a vital role in the community. Hundreds of animals pass through its doors each year, and each one receives care and compassion. The shelter’s thrift shop and spay/neuter clinic are not just services; they are lifelines that reflect the dedication of a team determined to make a difference.


In a region where resources are limited and infrastructure struggles to keep pace with needs, the shelter’s work is all the more critical. Its ability to provide for the animals depends on the generosity and support of the community. Every adoption, every donation, and every volunteer hour makes a tangible impact on the lives of countless animals.

Seeing Ruby’s determination to stretch every resource, hearing her talk about baking bread to make ends meet, and meeting the volunteers who give their time and energy to keep the shelter running—these experiences left us inspired and humbled.
